President Trump signs National Defense Authorization Act

U.S. President Donald Trump signed the Fiscal Year 2026 National Defense Authorization Act (NDAA) Dec. 18.

The U.S. Senate and House passed the act earlier this month, following the reconciliation of the House and Senate versions of the bill in a conference committee.

The final NDAA retains the Simplified Acquisition Threshold (SAT) level under the Berry Amendment, allowing for the purchase of foreign-made military textiles for the Department of Defense (DOD) for contracts below $200,000. The SAT level was $150,000, but DOD can conduct an inflationary review every five years, and 2025 was the end of the most recent five-year cycle.

Regarding PFAS chemicals, the final version of the NDAA blocks language that would have instituted any new restrictions on textile products procured by the U.S. military that are treated with PFAS. In Section 865, the bill contains language designed to promote technological advancements in the domestic textile sector. While this language does not provide specific funding, it directs the Secretary of Defense to pursue “public-private partnerships and investments into technological advancement of the domestic textile and footwear industrial base.”

Language that did not remain in the final bill concerned the SAT and footwear.
